What to know on each HSL service

Tram and metro

Board through any door. Leash on. Stand in the lower-floor area away from doors so the dog is not in the way. Quiet, level surfaces; most dogs settle fast.

Bus

Driver discretion applies if a dog is too large or unsettled. Off-peak buses are easier. Bring a towel for wet paws after snow.

Commuter train and ferry

Roomy. The Suomenlinna ferry welcomes dogs and is one of the most pet-friendly rides in the city. Trains to the airport and Espoo route easily for travel days.

Service dogs

Service and assistance dogs have priority and may board without any limit. The handler does not need to step aside if asked.

Common pitfalls

Three things to watch

Crowded peak hour

Avoid 7:30-8:45 and 16:00-17:30 if you have a large or reactive dog. Off-peak is more comfortable for everyone.

Wet snow on the floor

Carry a towel; nobody likes a wet seat. A small mat for the dog to sit on works well.

Allergic passengers

If asked, step into another carriage or onto the next bus. Be calm and accommodating; this is the social contract that keeps the HSL rules dog-friendly.

FAQ

Frequently asked questions

Do dogs need a ticket on HSL?
No. Pets including dogs and cats ride free on all HSL services: bus, tram, metro, commuter train, and ferry. The owner buys a normal adult ticket. The dog does not need its own ticket or a pet card.
Do dogs need to wear a muzzle?
No. HSL does not require a muzzle for dogs on public transport. Owners are responsible for keeping the dog under control, on a leash or in a carrier. Drivers can refuse a poorly behaved dog at their discretion.
Are dogs allowed in metro and tram doors at any door?
Yes, board through any door. There are no dedicated pet areas on most HSL vehicles. Bring a mat or towel for the dog to sit on if the floor is wet from snow or rain.
Can I bring a large dog at rush hour?
It is allowed but not always practical. Helsinki morning peak (7:30-8:45) and evening peak (16:00-17:30) trams and metros get crowded. A large dog may be more comfortable on an off-peak service. Most Helsinki Petme walkers ride off-peak by default.
What about other passengers with allergies?
Allergic passengers can request a different door or carriage. Owners are expected to step aside if asked. Service dogs and assistance dogs always have priority and are explicitly protected.
How does this compare to other Finnish cities?
Tampere (Nysse), Turku (Föli), Oulu, and most other Finnish public transport operators follow similar rules: dogs free, on a leash or in a carrier, no muzzle required. Always check the local operator's current rules before travel.
