Can I run doggy daycare from my own home in New Zealand?

Council rules differ by district: in Auckland's urban zones a licence is needed to keep more than two dogs for longer than 30 days in a row, which day-only daycare dogs never reach.

Drop-off in the morning, then the dog spends your working day at your place: a walk or two, fresh water, feeding if the owner sends food, rest between play, and a photo update in the app. Pick-up is late afternoon. In Auckland, walking five or more dogs together needs a free council certificate of approval, so without one you walk at most four at a time.
Is doggy daycare part-time work or a steady weekly booking?
