A city park where the municipality’s second small-breed dog area was under construction, again carved out of an existing dog-walking ground; the new small-breed spaces were described as about 20 percent of the area of the built dog-walking grounds. The park is one of the destinations reached by the city’s bike-path network, which runs from the Zheleznik district past several parks to Lake Zagorka.
The rules, and the seasons
Stara Zagora regulates dogs through its ordinance on keeping companion animals rather than through its general public order ordinance, and the emphasis is on control rather than on a stated leash length. In a public place the owner must not leave the animal unattended, must keep constant control of its behaviour, must carry its administrative passport and produce it to the municipal authorities on inspection, and must clean up after it while walking. Letting an animal run free is permitted only in the places designated for that purpose, which is what makes the dog areas below operative detail rather than a convenience. A dog is declared within three months of acquisition and the annual fee of 24 BGN falls due by 31 March, with breaches reported to carry penalties in the 50 to 300 BGN range.
